- Vote Rejected (56-43, 1 Not Voting) The Senate rejected a cloture motion to move forward on this bill authorizing $726 billion for defense programs in fiscal year 2011. The bill contains provisions repealing a 1993 ban on homosexuals serving openly in the armed forces.
