- Vote Rejected (50-50) During work on the small business bill, the Senate fell short of the 60 votes required to pass this amendment that would prevent the Environmental Protection Agency from regulating greenhouse gases for the purpose of addressing climate change. The House passed a stand-alone bill later in the week, but its future is unclear at this time. Sen. Bill Nelson voted NO Sen. Marco Rubio voted YES
