Jacksonville council member eyeing changes to city charity grants

Though the payoff is millions less than a few years ago, Jacksonville nonprofits still line up for public service grants that City Hall uses to support dozens of charities.
Whether that makes sense is an open question.
"What we have right now is the peanut-butter approach" to spending money, said Cindy Funkhouser, CEO of the Sulzbacher Center for the homeless. "They're trying to spread it thin, and a lot of times that isn't what's really needed."
A City Council member is weighing ways to change the grant system — and finding it's not simple.
