Vast majority of Duval's Head Start VPK programs are low performing

The Jacksonville Urban League ran 16 voluntary pre-kindergarten programs at Head Start facilities in the 2010-11 school year to help children from low-income families get ready for school. But the majority of those VPKs were labeled low-performing, according to state readiness rates.Thirteen of the Head Start VPKs received the low-performing or on-probation label for having less than 70 percent of students tested score ready for kindergarten.
The Urban League is the sole provider in Jacksonville of Head Start.

A nationally recognized green-building organization recently certified the new Duval County Courthouse as an environmentally sound, energy-conserving facility.But the building, nearly 2½ times bigger than its predecessor, is costing the city four times as much to operate. That means millions of additional taxpayer dollars over a 12-month cycle.
The September utility bill from JEA came in at $358,480. That compares with $88,813 for the old courthouse in September 2011.
