Florida's tax break often helps companies do already-planned work

More than two years ago, Florida lawmakers agreed to pay CSX Corp. more than $400 million to acquire the tracks needed for Central Florida's planned SunRail commuter train. As part of the deal, CSX said it would reinvest the money in several rail projects across the state.
