Vast majority of Duval's Head Start VPK programs are low performing

The Jacksonville Urban League ran 16 voluntary pre-kindergarten programs at Head Start facilities in the 2010-11 school year to help children from low-income families get ready for school. But the majority of those VPKs were labeled low-performing, according to state readiness rates.
Thirteen of the Head Start VPKs received the low-performing or on-probation label for having less than 70 percent of students tested score ready for kindergarten.
The Urban League is the sole provider in Jacksonville of Head Start.
