On a 17-2 vote, the Jacksonville City Council voted down expanding the city's human rights ordinance to cover sexual orientation.
The lopsided vote came after the council voted 10-9 against amending the legislation to remove "gender identity" and "gender expression" as protected class.
The change was seen as necessary for the legislation to pass, with several council members having previous said they were opposed to the original legislation.
