The pension plan set up for Police and Fire Pension Fund Executive Director John Keane by his board was done without proper authorization, Jacksonville City Hall's top lawyer said in an opinion issued this week.
City General Counsel Cindy Laquidara issued her opinion in response to a request by City Councilman John Crescimbeni, head of the council's Finance Committee.
"I thought that was pretty unusual that the City Council would have surrendered the authority to do that," Crescimbeni said. "That made me suspicious."
